| 摘要: | 健保局自開始推動全民健保起，即將資訊科技的應用
納入制度規劃的重要一環，而「健保IC 卡建置計畫」
再一次將台灣的醫療資訊化推向更高境界：不但創下
了全面利用Java Card 於醫療保險用途的首例、也讓醫
療體系全面資訊化、網路化、更讓民眾全面接受及使
用IC 智慧卡。
面臨使用年限將屆的健保IC 卡，本研究除邀請多位產
官學界之專家進行訪談，還舉辦兩場專家座談會，更
針對全台各縣市將近2000 位民眾進行問卷調查，暸解
其對現卡使用上之感受以及對新一代健保IC 卡之期
待，並做成多點結論與建議，期能供相關主管單位做
為在規畫新卡時之參考。
Since the Bureau of National Health Insurance (NHI) has
started to give impetus to Health Insurance Program, the
application of information technology then became part
of the system planning, and the National Health IC Card
Project has once again put forward the medical
informatics in Taiwan. This not only achieved the use of
Java Card in health insurance for the first time but also
made the whole medical system get into the era of
information and network; furthermore, the public then
generally accepts and uses the IC Card.
Facing to the time-limit of National Health IC Card, our
study not just invited several experts for interview, but
also held two expert symposiums. We further tried to
understand public’s perception of using IC Card and
expectation of the new card for health insurance through
getting almost 2000 population to fill up the
questionnaire. We then made up numerous conclusions
and suggestions according to the questionnaire, and
expected the government which is in charge of this policy
could accept them as a reference material while
formulating for the new card.
Based on the results of our study, we discovered that
public’s perception towards current IC Card is pretty
optimistic in every aspect. The questionnaire shows that
in general public can accept the use of IC Card, but at the
same time hoping the new card would be easier to carry.
And the experts hope that the current content and
function can be examined from beginning to end in order
to become the basis for the formulation of the follow-on. |
