    摘要: 本研究分析了全球氣候變遷對人類健康、環境與醫療體系的衝擊,並聚焦於台灣的永續醫療體系在全球氣候變化挑戰下的永續發展與淨零排放策略,特別以臺北醫學大學體系為案例,提出六大策略方針:「使用再生能源、並提升能源使用效率」、「投資淨零排放的醫療建築與基礎建設」、「採取淨零排放的交通運輸策略並發展遠距醫療平台」、「鼓勵生產低碳排的藥物並強化藥物管理機制」、「強化醫療廢棄物的管理並建構永續醫療供應鏈系統」,以及「建構高效能的永續醫療體系管理系統」,並深入分析北醫大致力於推動2050年達成淨零排放目標、實現永續醫療願景的具體措施。
    此外,本研究亦探討了淨零排放策略對於提升永續醫療服務質量和效率的潛在影響,並關注於策略實施過程中的挑戰與機遇,包括技術創新、資金投入、政策支持和組織文化的轉變,以及跨部門甚至整體價值供應鏈廠商合作的重要性。本研究並提出建議,作為台灣乃至其他國家在推動永續醫療體系淨零排放政策的參考,包括強化政策制定、提升公眾意識、加強教育和培訓,以及鼓勵技術創新和國際合作等。
    最後,本研究對北醫大體系分別就自身營運以及整體價值鏈兩方面,提出相關減碳計畫以儘速實現淨零。例如:訂定內部節能措施、採購綠色能源、建構高效能的能源管理系統以提升能源使用效率、增加再生能源使用、應用創新醫療技術與方式(如遠距醫療等);在能源轉型方面,除要求相關供應鏈廠商須共同配合執行,並可採取積極作為幫助供應商減碳(如共同採購再生能源等),增加採購綠色藥品與綠色醫療用品,推動低碳排的交通運輸…等具體措施。
    上述行動與創新策略的實踐,將有助北醫大體系與國際趨勢接軌、加速達成其淨零排放目標、提升整體競爭力,並成為帶動台灣醫療體系轉型為淨零排放永續醫療體系的示範團隊、提供對其他國家推動永續醫療體系的參考,進而提升台灣醫療體系在全球醫療產業的重要性與地位。
    This study analyzes the impact of global climate change on human health, the environment, and the healthcare system, focusing on the sustainable development and net-zero emission strategies of Taiwan's healthcare system under the challenges of global climate change. The study specifically examines the case of Taipei Medical University, employing six major strategic directions: "using renewable energy and improving energy efficiency," "investing in net-zero emission medical buildings and infrastructure," "adopting net-zero emission transportation strategies and developing telemedicine platforms," "encouraging the production of low-carbon pharmaceuticals and strengthening drug management mechanisms," "enhancing the management of medical waste and building a sustainable medical supply chain system," and "constructing an efficient sustainable healthcare system management system." The study delves into Taipei Medical University's efforts to promote the goal of achieving net-zero emissions by 2050 and realize the vision of sustainable healthcare.
    Moreover, the study explores the potential impact of net-zero carbon emission strategies on improving the quality and efficiency of sustainable medical services. It focuses on the challenges and opportunities in implementing these strategies, including technological innovation, financial investment, policy support, organizational cultural transformation, and the importance of cross-sector and entire value supply chain vendor cooperation. The study offers recommendations for Taiwan and other countries in promoting a net-zero emission sustainable healthcare system. These include strengthening policy formulation, raising public awareness, enhancing education and training, and encouraging technological innovation and international cooperation.
    Finally, the study proposes carbon reduction plans for both the operational aspects of Taipei Medical University and its overall value chain, aimed at achieving net-zero emissions as soon as possible. In addition to energy transformation measures like internal energy conservation, purchasing green energy, constructing high-efficiency energy management systems to improve energy efficiency, and increasing renewable energy use, the study suggests adopting innovative medical technologies and methods, such as telemedicine. For the supply chain, it requires cooperation from related vendors and proactive measures to help suppliers reduce carbon emissions (such as joint procurement of renewable energy), increasing the purchase of green pharmaceuticals and medical supplies, and promoting low-carbon transportation.
    The specific action strategies and innovative approaches outlined will help Taipei Medical University align with international trends, accelerate its goal of net-zero emissions, enhance overall competitiveness, and become a role model in transforming Taiwan's healthcare system into a sustainable, net-zero emission system. This can serve as a reference for other countries looking to promote sustainable healthcare systems, thereby elevating Taiwan's importance and status in the global healthcare industry.
