    摘要: 本研究透過外在環境分析與資源能力的盤點，探討發現：嘉義市無論是醫療品質或醫療量能都是全台第一。嘉義市也是台灣第一個社區及居家式長期照顧體系建構的城市，具備提供高效率、高品質、多功能的整合性服務。也就是說，嘉義市具備全台最好的外在環境條件，但是如果從嘉義市民眾對於嘉義市的相關政策滿意度分數來看，排名上卻始終介於5~6 名，說明福利政策認知度有待推廣，未來可以更借重在地網絡做為有力途徑，提升長輩們對福利政策的認知為有效利用現有資源的首要步驟。特別是嘉義市已邁入超高齡社會，鄰里長、志工、親朋好友等均為高齡長輩得知訊息的最佳傳播途徑，未來可強化此面向之資訊傳遞。在提高對福利措施之認知度後，進一步對需求者規劃服務內容，提升其需求度。
    Through the analysis of the external environment and the inventory of resource capacity,this study found that Chiayi City is the first city in Taiwan in terms of health care quality and capacity. Chiayi City is also the first city in Taiwan to build a community and home-based long-term care system that provides efficient, high-quality, and multifunctional integrated services. In other words, Chiayi City has the best external environmental conditions in Taiwan, but if we look at the satisfaction scores of Chiayi citizens with Chiayi City's related policies, the ranking is still between 5 and 6. This indicates that the awareness of welfare policies needs to be promoted. In the future, we can make use of the local network as a powerful channel to raise the awareness of welfare policies among the elders as the first step to effectively utilize the existing
    resources. In particular, Chiayi City has entered a super-aged society. Neighborhood leaders, volunteers, and friends and relatives are the best channels for senior citizens to learn about welfare policies, so we can strengthen the dissemination of information in this direction in the future. After raising awareness of welfare measures, we can further plan services for those in need to increase their demand.
