摘要: | COVID-19病毒引發全球生物性災害,醫療體系承擔防疫與醫療重責,醫事人員面臨嚴峻考驗;本研究以半結構訪談大綱進行深度訪談,收集研究所需資料,11位來自五個醫事專業工會幹部或行政人員接受訪談,茲以探討研究三個主題,並以敘說分析的「 類別-分析」進行資料解析,研究結果如下:
ㄧ、醫事人員專業工會成立的歷史背景與成立宗旨
工會成立旨在提升勞動意識,改善勞動條件,創造友善職場環境,為會員爭取權益為其宗旨。
二、醫事專業工會的困境與發展
工會成立初期財力人力與資源相對缺乏,先天不足後天失調的困境,加上會員招募不易。因此,草創期間工會困難重重發展不利,但幹部革命情感,讓工會得以凝聚士氣,持續發展。
三、醫事專業人員在COVID-19疫情衝擊的未來發展
防疫期間工會扮演協調與督促角色,茲以爭取會員勞動權益,並在跨領域跨科際資源整合,建構更完善防疫體系。依據先聯合世界減災會議2015-2030仙台減災綱領,工會必須財務自主,組織民主,整合與橫向串連,規劃與執行勞動權益教育訓練,運用人工智慧科技宣傳與執行專業工會業務,才可讓工會永續發展,因應未來各種疫情災難之衝擊。
為了醫事專業工會面對防疫之未來發展,根據研究結果,研究者提出五點建議: 1.釐清並強化工會的功能與角色,2.規劃與執行勞動權益相關教育訓練課程,3.跨領域與跨科際資源整合,4.跨國際醫事人員專業工會串連,5.對未來相關研究的建議。 The COVID-19 pandemic has led to a major impact worldwide,and the healthcare system has taken loads of responsibility from preventing and curing, with these on-going stress, healthcare personnel are in dilemma. This research uses semi-structured as an outline for in-depth interview to collect research material, 11 core members or administration staff from 5 healthcare labor union in Taiwan has been visited, delve into three major topics, and uses narrative analysis’s “ categorical data analysis” to analyze the gathered data,the research results is down below:
1.The history and concept while establishing healthcare professional labor union:
Healthcare professional labor union is here to promote the concept of labor rights, to create a friendly workplace, and to make an effort for its members' rights.
2.The crisis and development for healthcare professional labor union nowadays:
From the beginning, healthcare professional labor unions are short of money and lack resources, this difficult situation has existed even until now, with the addition of having difficulty recruiting new memberships. That to be said, these hardships are what kept them going, is what makes the core stick together, bonded by camaraderie and to proceed their expansion .
3.The future outlook for healthcare professionals during the COVID-19 pandemic’s impact:
Healthcare professionals' labor unions play an important role in coordination and supervising, to strive for healthcare professionals’s labor rights, using interdisciplinary and international resource integration to build a better healthcare system. According to the 3rd World Conference on Disaster Risk Reduction (WCDRR) the 2015-2030 Sendai Framework for Disaster Risk Reduction, these healthcare professional labor union must be financially independent, its organization must be democratic, to collaborate with other unions, to evolve healthcare professional labor union right courses, use artificial intelligence (AI) to promote and execute its work, so that there can be room for sustainable development, in order to be prepare for future disaster or pandemic impacts.
According to the results, this research has five suggestions for the healthcare labor union to face the pandemic future: 1. knowing and emphasizing the healthcare labor union’s role and function 2. to plan and execute labor rights and its education courses 3.interdisciplinary and international resource integration 4. connects multinational healthcare professional labor unions 5.future research suggestions. |
