    題名: 新型流感流行期間對政府、媒體的信任與採取保護行為意圖之關係

    摘要: 研究目的:探討當新型流感大流行期間,民眾對於政府信任、媒體訊息信任、訊息來源和風險感知與採取保護行為意圖之間的關係。

    研究方法:本研究資料使用台灣社會變遷基本調查2013年第六期第四次調查,調查期間於2013年9月22日到2013年12月9日進行,樣本使用分層等機率三階段抽樣方法(probability proportional to size)抽出,由專業訪員面訪,回應率為53%,本研究使用其研究變項皆無遺漏值的樣本,其樣本數為1705份。

    結果:對政府的信任程度越高,越傾向戴口罩(OR=1.342);覺得媒體報導保守的民眾較會施打疫苗(OR=1.696)與避免到公共場所(OR=2.079);信任的訊息來源來自公私立醫院及其他來源比起來自政府機關較不會增加洗手次數(OR=0.413;OR=0.394);覺得媒體報導是保守的民眾較會做3個以上保護行為(OR=2.380),信任的訊息來源來自其他地方比起來自政府機關較不會做3個以上保護行為(OR=0.582)。

    結論:採取保護行為意圖有難易度的差別,故其相關因子也有所差異,如:施打疫苗的難度比增加洗手次數高,所以收入、教育程度等等因素的預測力也有所差異,必須要找出民眾不信任政府、媒體的原因,並且要各部會監督媒體、訊息來源的可靠性及透明性,未來研究應該以長期的縱貫性研究,探討民眾隨著時間對於信任程度的變化,並增加政府和民眾之間的溝通,以降低採取行為的障礙。
    Objectives: To identify the interrelationships among trust in government, trust in media, trust in information source, and protective behavioral intention during an influenza pandemic.

    Method: The data were from the 2013 Taiwan Social Change Survey. A stratified, three-stage probability proportional-to-size (PPS) from across the nation was conducted to select adults aged 20 years and older. In-person household interviews were implemented during data collection. The study comprised 1,705 respondents and the response rate was 53%.

    Results: A higher level of trust in government increased the intention to wear face mask (OR=1.342). Participants who believed that the media reports were conservative were more likely to have higher intention to receive a vaccination (OR=1.696) and to avoid going to public places compared to their counterparts (OR=2.079). The participants whose most trusting sources were from public and private hospitals and the other sources were less likely to increase handwashing than the participants whose most trusting source was from the government (OR=0.413; OR=0.394). Participants who believed that the media reports were conservative were more likely to have three types of protective behavioral intention (OR=2.380) compared to the participants who did not believe the media reports were conservative. If the participants whose most trusting source were from public and private hospitals and the other sources were less likely to have three types of protective behavioral intention (OR=0.582).

    Conclusion: This study showed that whether one can implement a protective behavior depend on the barriers (i.e., expense) during an influenza pandemic. For example, receiving a vaccination was more difficult than increasing handwashing because the former is more expensive. It must find out the reason that why people did not trust the government and media. The reliability and transparency of media and information sources need to be monitored and supervised. The future research should have a longitudinal study design to explore the changes in the level of trust in government with related to protective and health behaviors during an influenza pandemic.
