    摘要: 本研究針對台灣地區醫療網所劃分的醫療次區域進行效率之探討,利用資料包絡分析法(Date Envelopment Analysis,DEA)的方式,評估醫療次區域之間的相對效率,並探討健保分局別和時間年度對效率是否會產生影響。
    使用健保資料庫1997年至2010年之資料,進行資料包絡分析法的效率計算。依本研究所選取的投入、產出項目探討後,結果顯示14年來,醫療次區域的效率趨勢是逐漸穩定且緩升的,且桃園、清水、彰化、嘉北、北門、新化、玉里次區域之整體效率相對較佳,但其他次區域之表現也仍尚可,並無明顯表現低落之次區域。另以健保六分局分析的結果為,南區分局表現較佳,然後為中區、高屏分局,且分局別對效率值有顯著影響。
    根據本研究結果,建議後續研究者可繼續深入了解醫療次區域資源配置,進一步探討提升效率之方式,作為未來政府機關之參考,促進醫療資源之運用效率。

    The purpose of this study is to evaluate the efficiency of the medical sub districts in Taiwan Medical Network Plan by Data Envelopment Analysis (DEA). It also evaluates the influence of the 6 divisions of the Department of Health (DOH), and an annual evaluation during the years.
    This study analyses the secondary data collected from the database of DOH since 1997 to 2010. Using the Frontier Analyst to do the DEA to evaluate the efficiency, and found the efficiency scores from 1997 to 2010 gradually inclined and became stabilized. Taoyuan, Qingshui, Changhua, Jiabei, Beimen, Xinhua and Yuli sub districts are efficient in overall efficiency, but other sub districts are performed relatively around average, there are no major signs of weaknesses.The fact shows 6 divisions of the DOH can make a significant difference in efficiency, and the Southern dividision performed better, then comes the Central and Kaoping divisions.
    Based on the results of this study, it is recommended that the following researchers can look deeper in the medical resource distribution in the sub districts and the methods for future government’s references in order to increase the efficiency of utilizing the medical resouces.
